Revised ANSI/ASSE A10.5 2013 Edition available on Safety Requirements for Material Hoists

The new ANSI/ASSE A10.5 2013 Edition, “Safety Requirements for Material Hoists,” has been released and is now available from Document Center Inc. in either paper or pdf format.   This standard defines safety requirements for the use and operation of material hoists used in construction.

ANSI A10.5 applies to material hoists used to raise or lower materials during construction, alteration or demolition. It is not applicable to the temporary use of permanently installed personnel elevators as material hoists.

No guidance is given in the new standard itself regarding changes from the previous issue.  However, the new 2013 Edition does replace the previous ANSI/ASSE A10.5-2006 Edition, which is now obsolete.

FYI: The use of the ANSI/ASSE designation means that the standard was developed by ASSE, the American Society of Safety Engineers, and adopted by ANSI as an American National Standard.

New API 650 12th Edition, Welded Tanks for Oil Storage

The popular API 650, “Welded Tanks for Oil Storage,” has been updated and the new 12th Edition is available from Document Center Inc.   The standard establishes minimum requirements for material, design, fabrication, erection, and inspection for vertical, cylindrical, above-ground, closed- and open-top, welded storage tanks in various sizes and capacities for internal pressures approximating atmospheric pressure (internal pressures not exceeding the weight of the roof plates).  Please note that a higher internal pressure is permitted when additional requirements are met.

This standard applies only to tanks whose entire bottom is uniformly supported and to tanks in non-refrigerated service that have a maximum design temperature of 93 °C (200 °F) or less.

You can use this standard either for metric (SI) or inch-pound (IP) installations, but the unit of measurement does need to be agreed-upon by the manufacturer and the purchaser.

This new API Standard 650 12th Edition replaces the API Std 650 11th Edition from June 2007, with three Addenda and an Errata (dated 11/2008, 11/2009, 8/2011 and 10/2011 respectively.)  Past practice includes black lines in the margins to identify changes.

New ASME B18.3 – 2012 Edition released for Socket Cap, Shoulder, Set Screws, and Hex Keys

You can buy ASME B18.3-2012, “Socket Cap, Shoulder, Set Screws, and Hex Keys (Inch Series),” from Document Center Inc. now and the document will ship when it is released from the printers in May.  The update revises this classic on general and dimensional data for various types of hexagon socket cap screws, shoulder screws, set screws, and hexagon keys.

You’ll find appendices that provide specifications for hexagon socket gages and gaging, tables showing applicability of keys and bits to various socket screw types and sizes, drill and counterbore sizes for socket head cap screws, and formulas used for dimensional data. And when questions arise concerning the acceptance of product, the dimensions in the tables should be used rather than recalculation by formula.

What are the changes in ASME B18.3 2012 Edition?  Spline driven fasteners, and their associated keys, have been removed from the document.  Users who want to use this type of fastener will need to refer to the previous ASME B18.3 2003 Edition. The Type VI (Six Lobe) drive style has been added as a mandatory appendix. The tolerance for protrusion requirements on flat head socket cap screws has been increased. An alternative method for measuring protrusion has been included and corresponds with the metric document ISO 10642, “Hexagon Socket Countersunk Head Screws.”

You’ll also find minor changes that include the addition of some sizes and slight changes to the requirements for drilled heads.

This Standard was approved by the American National Standards Institute (ANSI) on November 16, 2012.  So that’s why it’s dated 2012 even though it will not be publicly available until May 2013.

New UL 94 6th Edition on Flammability of Plastics in Devices and Appliances

You can buy the new UL 94 6th edition, “Standard for Tests for Flammability of Plastic Materials for Parts in Devices and Appliances,” from Document Center Inc. now.  The standard is a series of tests for flammability of polymeric materials used for parts in devices and appliances. The tests are used to evaluate flammability for a particular application.

The new 6th Edition of ANSI/UL 94 is unusual in that it is being issued as a routine update. There are no changes to the requirements from the previous pages of the Fifth Edition.  In other words, if you have UL 94 5th Edition with all the change notices, it is identical with the new 6th Edition.

The 5th Edition, released in 1996, has had 14 change notices issued, the last 2 since the beginning of the year.  So the committee determined that it was time to start fresh with a new edition number!

MIL-HDBK-17-1, MIL-HDBK-17-2 and MIL-HDBK-17-3 replaced by Three New Volumes on Composite Materials

The MIL-HDBK-17 series has been a mainstay of the plastics industry, but with the release of three new Handbooks, the first three volumes of the Military series have been cancelled and replaced.  The new SAE releases and the now-obsolete MIL Handbooks are available from Document Center Inc., so you can purchase them from us now.

Here’s the replacement information found for each of the 3 Military Handbooks:

  • MIL-HDBK-17/1F, “Composite Materials Handbook – Volume 1 – Polymer Matrix Composites Guidelines or Characterization of Structural Materials,” Replaced by SAE-R-422
  • MIL-HDBK-17/2F, “Composite Materials Handbook – Volume 2. Polymer Matrix Composites Materials Properties,” Replaced by SAE-R-423
  • MIL-HDBK-17/3F, “Composite Materials Handbook – Volume 3 Polymer Matrix Composites Materials Usage, Design, and Analysis,” Replaced by SAE-R-424

MIL-HDBK-17/4A and MIL-HDBK-17/5 remain current.  However, there may more of the replacement volumes in the works, so we would not be surprised to see them replace the balance of the MIL documents over time.

The SAE Composite Materials Handbook (also known as the CMH) contains guidelines for determining the properties of polymer matrix composite material systems and their constituents.  Additionally, the volumes include the properties of generic structural elements, including test planning, test matrices, sampling, conditioning, test procedure selection, data reporting, data reduction, statistical analysis, and other related topics. Special attention is given to the statistical treatment and analysis of data.

Three volumes are available.  They are all Revision G, which means that they are a continuation of the old MIL-HDBK series:

  • SAE-R-422, “Composite Materials Handbook – Volume 1 Polymer Matrix Composites: Guidelines for Characterization of Structural Materials.”  Volume 1 contains guidelines for general development of material characterization data as well as specific requirements for publication of material data in CMH-17 series.
  • SAE-R-423, “Composite Materials Handbook – Volume 2 Polymer Matrix Composites: Materials Properties.”  The second volume contains statistically-based data for polymer matrix composites that meets specific CMH-17 population sampling and data documentation requirements, covering material systems of general interest. Selected historical data are also included in this volume.
  • SAE-R-424, “Composite Materials Handbook- Volume 3 Polymer Matrix Composites: Materials Usage, Design, and Analysis.”  The third volume provides methodologies and lessons learned for the design, analysis, manufacture, and field support of fiber-reinforced, polymeric-matrix composite structures. It also provides guidance on material and process specifications and procedures for using the data that is presented in Volume 2. The information provided is consistent with the guidance provided in Volume 1, and is an extensive compilation of the current knowledge and experiences of engineers and scientists from industry, government, and academia who are active in composites.

As you can see, the new volumes are direct descendants of the Military Handbooks.  This is an on-going trend in standardization — The replacement of Government-sponsored documentation being replaced by Industry-led efforts.

New ISO 18436-8 on Personnel Qualifications for Condition Monitoring using Ultrasound

The new ISO 18436-8:2013, “Condition Monitoring and Diagnostics of Machines – Requirements for Qualification and Assessment of Personnel – Part 8: Ultrasound,” has just been released.  It’s available now from Document Center Inc. in either paper or pdf format.  This part of ISO 18436 defines the requirements for personnel to become qualified to apply the non-intrusive machine condition monitoring and diagnostics technology of ultrasound.

As part of a predictive maintenance program, ultrasound can be used for high-speed and slow-speed mechanical applications and for high-pressure fluid situations.  Manufacturers find the use of condition monitoring to be exceedingly cost effective, but staff must be well trained to successfully measure and analyze the data.

This has led to the  use of assessment bodies to train and assess the competence of personnel whose duties require the appropriate theoretical and practical knowledge of machinery condition monitoring and diagnostics.  ISO 18436-8 1st Edition covers the use of ultrasound.  The other standards in the series are:

What is the “Expiration Date” for EN Harmonized Standards?

Here at Document Center Inc., customers often call and email us with a wide variety of questions about standards.  Educating the standards-using community is part of our mission and one we’re happy to provide.

Yesterday’s Question?  “When I see an expiration date on the list of harmonized standards for a European Directive, does it mean the document isn’t valid to use anymore?”

The list from the EU that lists the harmonized standards for a particular Directive can be confusing in this regards.  If you do not read the column headings correctly, you may think that the expiration date applies to the document (including revision level) specified on the chart.

However, this is not the case.  The column is actually the expiration date of the previous revision.  Put another way, it is the date that the standard’s user must transition from the older copy to the edition specified on the chart.

This is helpful because it does take time to review a new edition of a standard, develop the gap analysis to identify areas of your product and process that will be impacted, and put the changes into practice.  The expiration date on the chart will let you know your “drop dead date” when it comes to implementation of the new revision.

MIL-STD-1275 Revision E just released on DC Power Input for Military Ground Vehicles

MIL-STD-1275E, “Characteristics of 28 Volt Dc Input Power To Utilization Equipment in Military Vehicles,” has just been released and is available from Document Center Inc. in either paper or pdf format.  This Interface Standard defines the operating voltage limits and transient voltage characteristics of the 28 VDC electrical power at the input power terminals to the utilization equipment connected to the electrical power distribution system on military ground vehicle platforms.

The new revision describes the nominal 28 VDC voltage characteristics, common across military ground vehicles, at the input power terminal of the utilizing electrical and electronic assemblies directly connected to the distribution network. This lays the groundwork for commonality across vehicle platforms.  The vehicle’s design authority is responsible to ensure that the 28 VDC delivered to the input power terminal of the utilization equipment meets these requirements.

MIL-STD-1275 is not a power source or a power system standard.  It focuses on utilization equipment and the conditions under which it is expected to operate.

Changes from the previous MIL-STD-1275D are extensive, so there are no lines in the margins to highlight areas that have been modified.  The standard replaced MIL-STD-124 back in the 1960’s.

FYI:  In aircraft applications, the most common power requirement is MIL-STD-704, “Aircraft Electric Power Characteristics,” for military applications and RTCA-DO-160, “Environmental Conditions and Test Procedures for Airborne Equipment,” for commercial.

New ASTM A967/A967M 2013 Edition on Chemical Passivation Treatments for Stainless Steel Parts

ASTM A967/A967M 2013 Edition has just been released and is available from Document Center Inc. in either paper or pdf format.  Titled “Standard Specification for Chemical Passivation Treatments for Stainless Steel Parts,” the new revision is one of our go-to documents for chemical passivation.  It includes recommendations and precautions for descaling, cleaning, and passivation of stainless steel parts.

Included are the following tests:

  1. Practice AWater Immersion Test,
  2. Practice BHigh Humidity Test,
  3. Practice CSalt Spray Test,
  4. Practice DCopper Sulfate Test,
  5. Practice EPotassium Ferricyanide–Nitric Acid Test, and

This practice references QQ-P-35 (later renumbered AMS-QQ-P-35 and then withdrawn in favor of AMS-2700), another major passivation document.  The ASTM A967/A967-13 replaces ASTM A967/A967M-05 which is now obsolete.

Changes to the new 2013 Edition of A967/A967M can be found in the following areas:  Section 1.5 (changed to combined Metric/US units), Revised Section 4.1 and added Section 4.3, Added Notes 2 and 3 to Sections 6 and 7, Revised Section 13.3, Combined Sections 14 through 19 into a new Section 14, Revised Section 22.1 (Now numbered 17.1) and added Section 17.2, and Added Sections X1.3.2-X1.3.4 and X1.12 to the Appendix.

Changes to the new PPP-B-1672E from the previous (now withdrawn) PPP-B-1672D are so extensive that lines have not been added to the margins as is normally the case.
