MIL-HDBK-780 for SMDs Updated

MIL-HDBK-780, Standard Microcircuit Drawings, has been updated.  The new issue is Revision D with Change Notice 2.  All material from Change Notice 1 and Change Notice 2 have been interfiled with the Revision D in this release.

The handbook is an overview of SMDs (Standard Microcircuit Drawings).  It describes how an SMD is written, clause by clause, including the rationale behind each one.  It also includes detailed information about what to include in each requirement.

There are some major changes to this handbook.  Here are the notable revisions as listed by the Defense Logistics Agency:

  • Figures 5 and 6 have been replaced.  The new examples are more current and include provisions for radiation hardness assurance and Class M devices.
  • Definitions have been expanded to include Preparing Activity (PA).
  • The old MPCAG responsibilities now belong to the PA.
  • MIL-HDBK-103 listings are now included in the appropriate QML.
  • Figure 4 on SMD preparation flowchart has been updated as well.

Since this is a handbook, it can’t be called out as a requirement in government contracts.

New MIL-HDBK-780 Revision D with Change 1 released for Standard Microcircuit Drawings

MIL-HDBK-780 has just been revised.  The new Revision D with Change Notice 1 interfiled is titled “Standard Microcircuit Drawings.”   This 47-page handbook provides guidance on standard microcircuit drawings (SMD’s) and is available now from Document Center Inc.

The purpose of the SMD program is to minimize the proliferation of specification and source control drawings within the Department of Defense (DoD).  The use of one SMD for an item of supply in use by DoD Departments and Agencies is the objective of this program.

A DoD handbook is a guidance document that is not enforceable in a military contract.  This particular handbook moves through the format of the SMD drawing section by section, providing definitions, parameters and other clarification for each one.  There is even a sample SMD at the end of the document.

Here’s a summary of MIL-HDBK-780D Change 1 modifications:
1. References to MIL-HDBK-512 has been changed to MIL-STD-3018, which supersedes it.
2. References to MIL-STD-1835 and SD-19 have been added.
3. References to ASME Y14.5M has been changed to ASME Y14.5, which supersedes it.
4. The organization notated as ASME has been changed from American Society of Mechanical Engineers to ASME International to reflect the current name.
5. Section 2, and throughout, the web address for acquiring government specifications and standards has been changed to the current address for the Assist online services.
6. Section 4.2.5.5, Classification of conformance inspections has been edited to include Group E which was missing.
7. In various locations, Defense Supply Center Columbus has been changed to DLA Land Maritime to reflect the current name.
8. Figures 1-6 has been changed to reflect current boiler plates.
9. Where applicable, changes were made to comply with MIL-STD-967 for preparation of a military handbook.

These changes are marked in the left margins by asterisks to assist the user of the handbook.

MIL-M-38510 J on Microcircuits recently validated

MIL-M-38510 Revision J, titled “Microcircuits, General Specification for,” was validated on 6/29/2011 with the release of Validation Notice 3.  The notice confirms that MIL-M-38510, Revision J with Amendment 1, is still valid for procurement by the U.S. Department of Defense.

The notice also reaffirms that the specification is inactive for new design.  This means that it can only be used for replacement (replenishment) purposes.

MIL-M-38510J establishes the general requirements for monolithic, multichip, and hybrid microcircuits.  It defines the quality and reliability assurance requirements which must be met in the acquisition of microcircuits.  Detail requirements, specific characteristics of microcircuits, and other details of microcircuits that are specific to particular uses are all addressed in what are called slash sheets.

The previous validation notice, Notice 2, released in March of 2001, defined the documents that should be used in lieu of MIL-M-38510 for new design.  The bulk of the specification is covered by MIL-PRF-38535.  However, some topics are addressed by MIL-STD-1835, MIL-HDBK-780 and MIL-HDBK-983, which has since been canceled without replacement.

FYI, a review of standards is often set to a regular schedule, such as the five year cycle set by ANSI, the American National Standards Institute.  When a review confirms that the document is still good without any further changes, a validation, reaffirmation, or reapproval notice may be issued.  It may be released as a stand-alone document, as with the DoD validation notices, or as a reprint with the reapproval date included, or just as a notation on a website or catalog.  When this occurs, the actual content of the document is unchanged.
